About Rulers of the Heavens
What Rulers of the Heavens is
Rulers of the Heavens is the third expansion of the ADV era in Japan, released on June 25, 2003 with 54 cards. It continued the Generation III rollout with a dragon theme, carrying Pokémon ex for Muk, Magcargo, Kingdra, Ampharos, Dragonite, Rayquaza and others, and it became the base of the English EX Dragon set of November 24, 2003, which grew to 100 cards with its secret Charmander, Charmeleon and Charizard. Those three secrets were English additions, so the Japanese set has no Charizard. Japanese packs carried 1st Edition marks, and those prints lead the hub.
What makes Rulers of the Heavens different
- Rayquaza's first ex Rayquaza ex debuted here and is the top card of the hub in both 1st Edition and unlimited prints, ahead of Dragonite ex.
- No secret Charizard in Japan The Charizard line that makes EX Dragon famous was added for the English release, so collectors of the Japanese set chase the ex cards and the Plusle and Minun pair instead.

Collecting and grading Rulers of the Heavens
Rayquaza ex leads the hub in both prints, followed by Dragonite ex, Ampharos ex, Minun, Absol, Kingdra ex, Plusle and Salamence, with 1st Edition copies ranked above unlimited. ADV era ex cards silver along the edges and the holo layer scratches easily, so confirm the 1st Edition mark and inspect the edges before paying a premium.
